EXECUTIVE ORDER NO. 1
Series of 2009
AN ORDER MANDATING THE STABLISHMENT OF CITIZEN’S CHARTER FOR THE MUNICIPALITY OF BONGABON, NUEVA ECIJA, AND CREATING THE STEERING COMMITTEE AND TASK FORCE FOR THE PURPOSE.
WHEREAS, the Anti-Red Tape Act of 2007 otherwise known as Republic Act No. 9485 declared the policy of the State to promote integrity, Accountability, proper management of public affairs and public property as well as to establish effective practices aimed at the prevention of graft and corruption in government.
WHEREAS, in accordance with this policy, local government unit have mandated by R.A. 9485 to set up service standards to be known as the Citizen’s Charter in th form information billboards which should be at main entrance of the oficers or at the most conspicuous place, or in the form of published materials written either in English, Filipino in the local dialect.
WHEREAS, the leadership advocates the promotion of good governance through clear, transparent, accountable and responsive public service delivery, which is also espoused by R.A. 9485.
WHEREAS, the leadership is aware of the benefits the implemenetation of a Citizen’s Charter brought to other LGUs and their constituents such as less cost of public service delivery, reduced vulnerability to graft anf corruption, availability of feedback mechanism, existence of basis for assessing the performance of the local government and staff, as well as customer satisfaction, equal treatment of customers, availability of complaints and redress mechanism, and opening of opportunity of the people participation on service improvement, among others.
WHEREAS, it is the leadership’s desire for the Municipality of Bongabon, Nueva Ecija, and its contituents to reap the same benefits as mentioned above through the establisment of its own Citizen’s Charter.
NOW THEREFORE, by virtue of the powers vested upon me as the local chief executive of the Municpality of Bongabon, Nueva Ecija, I hereby order the following:
Section 1. Establisment of a Citizen’s Chater for the Municipality of Bongabon, Nueva Ecija. The local government of the Municipality of Bongabon, Nueva Ecija shall establish an official document, a service standard or a pledge, that communicates, in simple terms, information on the services that it provides to its constituents. The said document shall describe the step-by-step procedures for availing a particular service, and the guaranteed performance level that the constituents may except for that service, and shall include the following information:
- Vision and Mission of the government office or agency;
- Identification of the front-line services offered, and the recipients of such services;
- The step-by-step procedure to obtain a particular service;
- The officer or employee responsible for each step;
- The maximum time to conclude the process;
- Document/s to be presented by the client, with a clear indication of the relevancy of said Documents.
- The amount of fees. If necessary;
- The procedure for filing complaints in relation to requests and applications, including the names and contacts details of the officials channels to approach for redress.
- Allowable period for extension due to unusual circumstances; i.e. unforeseen events beyond the control of concerned government office or agency: and
- Feedback mechanisms, contact numbers to call and or person to approach for recommendations, inquiries, suggestions. as well as complaints.
Section 2. Creation of the Steering Committee and Management Committee on the Citizen’s Charter.
The Steering Committee shall be composed of the following:

Section 3. Terms of Reference for the Steering Committee. The Steering Committee shall perform the following function:
- Act as the LCE’s advisory council in the overall direction and supervision of the Citizen’s Charter initiatives implementation.
- Assist the LCE in setting the goals and objectives of the Citizen’s Charter initiative;
- Assist the LCE in the review and refinement of the Citizen’s Charter.
- Lead in advocating and lobbying for the institutionalization of the Citizen’s Charter to the Sangguniang Bayan Panlungsong through an appropriate ordinance.
Section 4. Creation of the Task Force Committee:

Section 5. Terms and Reference for the Task Force. Members of the Task Force shall perform the following functions:
- The Department Heads, assisted by one or two of their Senior Staffs, shall lead in the review of their offices’ frontline services in
- terms of procedure, requirements, charges and fees, in the setting of new service standards, and in the consuct of consultative meetings with the consumers or beneficiaries of the services provided by their Departments;
- The Department Heads shall also be in charged of writing their offices’ new procedures, list of requirements, and schedule of charges and fees for submission to Task Force Head.
- The Task Force Head shall see to it that standards and deadlines with regard to the Citizen’s Charter preparation are met, assume responsibility for the review, consolidation and finalization of the published form of the Charter.
- The Deputy Heads, shall assist the Task Force in the review and consolidation of the Departments’ outputs, as well as in the Finalization of the Charter.
Section 6. Effectivity. This Administrative Order shall take effect immediately.

Ang Batas Pambansa 9485, higit na kilala sa tawag na “Anti-Red Tape Act of 2007” ay inilunsad noong ika-5 ng Setyembre 2008, kasunod ng pagpapatupad ng Implementing Rules and Regulations (IRR) ng Komisyon ng Serbisyo Sibil . Layunin nito ang mapagbuti ang kakayahan sa paglilingkod sa mamamayan upang mai-alis ang batik ng Red Tape, mapigilan ang katiwalian at ipatupad sa anumang paglabag ang kaparusahan angkop dito.
Bilang bahagi ng patuloy na pagsisikap na masiguro ang kalidad ng paglilingkod sa pamayanan, ang proyektong ito na kinapapalooban ng naibalangkas na pamantayan: pinahigsing daloy ng bawat transakyon, kaukulang bayad at mga dokumentong dapat dalhin sa nakatalagang kawaning mag-uukol ng panahon, patas na pagpapahalaga at prayoridad sa lahat ng transakyong pampubliko ay magdudulot ng kasiyahan sa mga mamamayang paglilingkuran.
Ang Citizen’s Charter na ito ang Pamahalaang Bayan ng Bongabon, Nueva Ecija ang aagapay sa lokal na Pamunuan at mga kawani na mamulat at magkapit-bisig labanan ang taliwas at masasamang gawain na nakasira sa larawan ng ating lokal na Pamahalaan. Higit sa lahat ay kasangkapan, sapagkat ang tagumpay ng programa ay nakasalalay sa kakayahan ng bawat ahensya ng pamahalaan na maipatupad ang natatanging probisyon ng batas.
Dahil dito, ang lahat ng Pamahalaang Lokal ay hinihikayat na gamittin ang Citizen’s Charter na ito upang ipagpatuloy ang pagsisikap na maibigay ang mabuting paglilingkod, mapa-igting ang pandaigdigang pakikibaka at makinabang sa tagumpay na matatamo sa pagtataguyod ng Batas Pambansa 9485.

“Ang Bongabon ay isang primera-klaseng munisipalidad, may sapat na kakayahan,matatag na instrakturang politikal, sagana sa kabuhayan, ang mamamayan ay malusog, may wastoing pag-uugali at pagpapahalaga, malinis at mapayapang kapaligiran at may maayos na insprastraktura”.
III. LAYUNIN
“ Ang bawat mamamayan ay nagkakaisa, naglilinang ng kakayahan ay kaalaman, nagpapaangat ng antas ng pamumuhay, may pananagutan at tungkulin sa bayan. Ang lokal na pamahalaan ay may epektibo, mahusay na pamamahala at pakikipag-ugnayan sa iba’t ibang tanggapan at sektor ng lipunan. Ang bawat sektor ng lipunan ay nakikipagtulungan tungo sa kaunlaran ng mamamayan at lokal na pamahalaan."

B - Buong husay na gagampanan ang aming mga tungkulin at pananagutan na nakapaloob at naaayon sa batas ng serbisyo sibil at gayundin naman ay isasabuhay ang mga katangian ng isang tunay na lingkod-bayan.
E - Episyente at propesyonal na serbisyo ang sa tuwina ay aming iaalay sa publiko, maagap na diringgin at bibigyan ng karampatang aksyon ang kanilang mga pangangailangan sa loob lamang ng makatwirang panahong nararapat igugol dito, na anumang paglabis sa panahong takda ay kagyat na ipagbibigay-alam sa kinauukulan na may kaukulang paliwanag.
T - Tapat at malinis na pamahalaan ay aming itataguyod sa pamamagitan ng pagpapanatiling maayos, walang-Iregularidad at bukas sa pagsisiyasat ng publiko ang lahat ng mga gawain, transakyon, proseso at dokumento sa gobyerno, at tahasang lalabanan ang katiwalian bilang pagkilala na ang mga ito ay pananagutan ng isang lingkod bayan sa mga mamamayan sa siyang may hawak ng kapangyarihan sang-ayon sa Konstitusyon ng bansa.
H - Husay, kaalaman at kasanayan ay aming pagsisikapang palaguin at patuloy na itataguyod upang higit na mapaunlad ang aming kakayahan sa pagganap sa aming mga tungkulin at aming maipagkaloob ang mahusay, makatwiran at mataas na uri ng paglilingkod na aming pananagutan sa pamahalaan at sa mga mamamayan.
